Just a tip -
 
for Step 4 - Take the Ellipse Tool and create another perfect circle, size of your preference...

It would be helpful to mention that you should ensure that the Shape setting is selected. Otherwise it forms only an ellipse and not a shape layer which is what you would need to be able to write on.
